Does lowering volume lose information?

Reduction is mathematically clean for the dynamics; in lossy formats the re-encode adds the usual small cost. For most uses the result is indistinguishable apart from being quieter.

Can I undo a reduction later?

Boosting back up restores loudness but also raises any noise floor. Keep the original file if you might want full level again.
